Biography

Rob Horner, PA-C, is a physician assistant and healthcare leader whose career has focused on clinical care, healthcare operations, education, and improving access to care for underserved populations. He earned his Bachelor of Science in Molecular and Cellular Biology from the University of Arizona and his Master of Science in Physician Assistant Studies from Pacific University in Oregon. 

Following graduation, Rob began his clinical career at Share Ourselves, a Federally Qualified Health Center, before practicing in family medicine and later joining Hoag Urgent Care. He transitioned to street medicine with Healthcare in Action as the organization’s first physician assistant on its inaugural Orange County team. In that role, he helped develop care workflows and establish relationships with local pharmacies to support improved patient care. He currently serves as Clinical Operations Manager for Healthcare in Action’s Orange County teams, overseeing multidisciplinary teams that include physician assistants, licensed clinical social workers, case managers, clinical support partners, and supervisors. 

Throughout his career, Rob has combined frontline clinical practice with leadership, team development, care coordination, and healthcare operations. He has also mentored PA and medical students and is committed to advancing healthcare education and improving access to high-quality care.
